Lets talk about the 80% of guild quests that people will not do. (You know, Cyclopes, Ferrids, Skellies, Rhutums, Manes, Sausans, Rogues, Fogans, Manshas, etc)
I understand that RNG is basically the "Air" the game apparently needs to thrive but lets be realistic, we just hop channel after channel after channel until you find a SMH quest or grind quest that people ACTUALLY grind at.

So, may I pose an alternate solution. Allow guilds to select the guild quest they'd like to do but put it on a timer.
I think this would accomodate the forced delay that seems to be inherent in "RNG gquest + channel hopping".

Just food for thought..
