The Problem is that the DPS of some classes is related to the FPS and especlially full screen mode.
Like the echo walk on Valkyre, which is only really applicable when in full screen mode and simply doesnt work when not. Just like some cancels on some classes only work with high fluent FPS. Dont get me wrong, if it gets competitive you need a good rig and a lot of frames, but 60-90 should suffice in terms of gameplay.
Just like many people report that they deal more dmg when their FPS go over 200 FPS.
It just bugs me that that corners out certain classes and gets neccessary if you wanna push the best out of your class and your gear, which kinda makes it unfair if you ask me.
Maybe it's just my opinion, but it shouldn't matter if you're at 90 FPS or 200 FPS.

There is actually a bug, that increases your dmg expotentially the more fps you have, and i dont mean only faster animations, but the animation glitches above 500 fps and counts double and more. If you play nintendo64 graphics and do some other CPU-GPU bounding magic (no idea how tbh), you could literally build infinitely strong hashashin, with over 1200 eva that 1 shoots people thanks to this bug, it could double or triple your dmg, no joke.
This game engine is causing this stuff, the problem is way worse than you think it is, and the worst part is its undetectable because you dont alter game files, but nvidia drivers. Their servers doesnt validate incoming dmg numbers, the thing you expect from a big company, which exist on private servers metin2 where a dmg bug was famous there too.
There is also a bug - trick - hack i don't really know what it is, where people get out of CC's 2 times faster than they should.
Maybe the CC recovery time is affected by FPS too?
I've seen people getting out of Stuns and Stiffness in less than 0,3 seconds.
Also i don't know if this is a skill, but i've seen people grabbing me while i have them in Floating / Knockdown state (it's not desync).
I mean it would be fair.... if the worst offenders actually HAD liquid nitorgen cooled ultra CPU's and GPU's delivering those 300+ framerates (without being in Potato mode where 2/3rds of the Alpha-Transulcency based Particle effects render completely invisible)
...but they're not. They're using an illicit packet dupe to trick the server when they have the same crappy fps as every other i7 user.

If they not vanish, just stand up nearly instantly, you're jus desyncing hard, and your client thinks that he got cc'd while his not. Yeah this also happens with this trash engine they are so proud of...
