I was wondering what are the chances for down smash to trigger when using Spirit Legacy, anybody knows?

In the case the future down smash of Flow: Spirit Blaze is not 100% chance, then I repeat the same question for it. Thanks :>

no one know for sure,  CC chances will be last piece of information PA will reveal even if they'll be forced by court.

downsmash generally should be 30% chance, but there are cases of 100% ones on some classes and rabams.

Downsmash Chance is always 30% on normal skills. It triggers on one hit on Legacy, and likely also on FSB in the future. 

There are some exceptions, but these dont apply to the above skills:

1. Multi hit downsmashes (example Ranger, Zerker or Mystic): Some skills hit multiple times, or can be spammed, with every hit being a downsmash chance of 30%. This is how rangers for example can do multiple reset combos, or Zerks can juggle you on the ground with Q-Buff

2. Summon Downsmashes (Example Sorc Blades of Darkness): If the downsmash is not directly applied by a skill, but instead via a summoned pet / structure like the Blades of Darkness skill, the downsmash chance is always 100%. This is how sorcs do reset combos, by sending the blades at the right moment to always proc a downsmash.

3. Addon Downsmashes: This is a bit more nebulous, but iirc downsmashes that are proc'd via Addons only have a 10% chance to hit, and only apply on the first hit (this used to be on every hit, but was changed when addons were revamped)

There is no way to resist a dowm / air smash, so the downsmash chances are always applied the same way.

Aka, Legacy, and likely also FSB, will always have a 30% chance to result in a downsmash on a grounded target.
