Fix Flow: Root of Catastrophe cooldown

Currently Flow: Root of Catastrophe have 11s cd while the base ability it follows only have 9s.
This actually makes the base ability worse if you use the folow, as it effectively makes it's cd 11s.
Please make the follow cd the same as the base ability's cd, just like on the shattering, as this is very clunky now.
