I can't make a season char, the button is gray, but i have 3 slots left out of 4

The button is gray if you have no more season char tickets, or if you already have a season char!
I guess it's the second one.
So the answer is, you can have only 1 season char at the time. Graduate your current season char first and you can make a new one.
