Can you get loot from Vell if a party member is on land and not at the fight?

No you need to be in Vells Realm to be able to get loot

Right. But if I had a party member on land and I was fighting Vell, would that keep me from getting loot? Or would I have to leave the party?

That will not prevent you from getting loot.
