There is a weapon workshop in Duvencrune which you need to buy using contribution points. (Using your map) Once you own it, you can use a worker in Duvencrune (or another city if you have a trade route connected) to build the weapon for you.
All of your materials have to be in the same storage of the city where your worker comes from.
