Question

How do I rent a small fence from Martina Finto?  I'm trying to complete the quest [Farming] How to Gather Even More Potaties.  She has no Chat option.  I can't tell that there's any prerequisites to renting the fence.  Is it perhaps not possible to do with a Season character?

I started a new game on EU servers so I don't have any non-Seasons characters to check with.
