Israel will still not be able to play Black desert ... 

I managed to play this game for a while a long time ago from a different region , after I started living in Israel I couldnt play any more becuase for some rediculous reason Israel got ip blocked from the game .

Years later we get the news that Pearl abyss is getting Black desert to its rightfull glory , of course I though hey heres a chance to get back into this game hopefully they will not ip block Israel again ...

Also dont tell me to go get an VPN or something , its annoing and lagy and there is no good free VPN so I wll have to pay for it + its probably agaisnt Tos .

It's a thing called region service license and judging by zone Israel is in, you should be on Mena server. Now, there are some cases where, on other platforms, players could actually transfer their account/family to another region, but with no pearl investment. Since this not a real option for those who invested in their accounts, your only chance to play is to start from zero. If the country still not listed in any region serviced by PA, you have to work around this issue independently. 

Try again after Feb 24.

RU lost its region IP block after transfer from Gamenet to self-published.  Could happen here, you'll have to try to find out.

I hope it wont be IP Blocked thats all im saying , but it still doesnt look good based on the news article ... 

So Its still amazes me that Israel cannot play this game after so many years , and here I was optimistic about this transfer ... 
And no I dont want to spend money on a vpn just so I can play this ... 

Every other mmo out there either didnt had any ip block or removed it after a small amount of time why cant Black desert do the same

So you installed the new launcher and you still get IP block error?

RU version, website is IP blocked, but launcher and game client aren't.

Why would I go play the RU version , if I wanted to play this version where I had a character almost max level with stuff and time spent into it ...

Point is this is just rediculous , and mostly not necesary , how can 99% of all mmo's out there dont have ip-block but BDO does ...

Hello my friend. As you may already know, many different countries have many different policies and whatnot.

From the old Terms of Use of Kakao Games. There is no Israel listed on supported countries.

From what I know, that is still not the case here in Pearl Abyss - here on EU/NA (I can't find a specific list of countries).
